According to Holt, there are six states that have no verifiable paper trail and counties in 14 other states have the same problem. In Obama's case it seems not to ultimately have had a negative effect, in Paul's case, he was robbed of needed momentum going into Super Tuesday. A way must be found to restore more than mere votes.
