It purports to forbid the courts from hearing/adjudicating cases brought against Monsanto for harm done by its GE/GMO crops. Not only does it subvert the clearly expressed will, interests adn rights of the majority of American citizens, but it is a blatant attempt to usurp the power and authority of the entire Judicial branch, a co-equal branch of our government. This is a clear violation of our foundational principle of carefully calibrated checks and balances on governmental power as clearly delineated in the U.S. Constitution. Congress does NOT have the authority to do this. It is an absurd, treacherous and despicable act that cannot stand up to legal or constitutional scrutiny. No wonder the congressman who slipped the rider into the bill did not want to admit it or be identified with it. We now know it was Roy Blunt (R-MO), the 'Senator from Monsanto', with assist from Barbara Mikulski (D-MD) who failed to hold hearings on the amendment. Congress is making itself irrelevant and mocks both the law and constitution to which each member swears an oath. Both Blunt and Mikulski should resign and would if they had any self-respect. Impeachment comes to mind. The rest of Congress should be ashamed of themselves for being a party to such a travesty, especially the Democrats who claimed they did not know it was in the bill. News flash: it is YOUR job and responsibility to READ the bill and ALL amendments BEFORE you vote on them! Do they really have to be told this? But this is only one travesty among many, these days, I'm afraid. It has come to represent the extraordinarily low bar of the Congressional status quo. This provision would purport to force release into the wild of untested and potentially dangerous organisms, and stands to benefit only the corporate special interests of Monsanto in particular. There is a word for this. And the word is graft, making law for the favor of a particular special interest contributor. If this is such a great provision, why is it that nobody will even admit who put it in there? It's not only a crime, it is irresponsible, as so many GMOs have proven to have been a disaster already, just accelerating weed and pest resistance.
