In Multnomah county Oregon we have a system that works. Paper ballots are mailed out well in advance of the election along with information about issues and candidates. Each voters signature is on file. In the peace of our own homes we read all the literature, fill in an oval to chose each preference. put a security envelope around our ballot and finally place both in an envelope which we must sign for our ballot to be processed. We can mail our ballots or drop them off in libraries and othr designated places. Workers check each voter's signatiure against our registraton signature and then send our ballots through a scanner. We have paper confirmations of all the ballots, each voter has time to read and consider the issues and we can send our ballots in over a period of weeks. We don't turn away or confuse voters, ask poll workers to master erratic and complex machines that break down, and our system is not open to people inserting by choice or accident electronic mickys that miscount the voters choices.
