The energy is now in conference to try to reconcile the versions of the bill that the house and senate have passed. A key point of contention is whether oil producers should be absolved of further responsibility for damage to our water supplies by MTBE (Methyl Tertiary Butyl Ether). The oil industry it proposing putting a cap on its liability and making the public responsible for the rest. The bill also seeks to repeal the PUHCA (Public Utilities Holding Company Act of 1935) which regulates those utilities in the public interest, protecting them from speculators, private consolidation and foreign ownership.
