This act will help election authorities using e-voting to convert to paper ballots, offer emergency paper ballots or convert audits by hand counts. We want to make sure that every vote is counted, that every election result is verifiable. According to Holt, there are six states that have no verifiable paper trail and counties in 14 other states have the same problem. That means 20 states cannot fully verify their votes in the primaries or the November Presidential election. This is no way to run a Democracy.
